NOA, firm sign MoU to boost digital literacy

Abuja, April 8, 2026 (NAN) The National Orientation Agency (NOA) has signed a Memorandum of Understanding (MoU) with Commit Technology & Consult Limited (CTCL) to promote digital literacy and strengthen civic values among Nigerians.

The agreement, signed on Thursday in Abuja, is aimed at integrating digital skills into Nigeria’s national value orientation framework as part of efforts to accelerate the country’s digital transformation.

Mr Lanre Issa-Onilu, Director-General of NOA, said the partnership would drive nationwide digital skills training, certification and civic education, targeting millions of Nigerians.

Represented by Mr David Akoji, Director, Special Duties and States Operations, Issa-Onilu said the initiative aligned with the Federal Government’s goal of achieving 70 per cent digital literacy by 2027.

According to him, digital literacy will position citizens to participate effectively in the digital economy.

“The collaboration will be implemented across Nigeria’s 36 states and 774 Local Government Areas, with an ambitious goal to train and certify a minimum of one million youths annually.

“It is also targeted to reach 20 million digitally literate and civically responsible youths by 2030, in alignment with national development priorities.

“The partnership is designed to integrate digital literacy with civic education and national values, promote responsible digital citizenship and ethical technology use.

“It will expand access to globally recognised digital skills certification, enhance youth employability, entrepreneurship, and productivity among other objectives,” the D-G said.

Issa-Onilu said the initiative will deploy the Future Proof Economy (FPE) Model, combining digital skills development with civic responsibility and national orientation.

According to him,  it will prepare Nigerians, especially the youth, for the demands of the modern workforce and digital society.

He added that the NOA would establish Digital Literacy Centres in its offices across the country to serve as community hubs for training, certification and engagement.

Dr Niran Oyekale, Executive Chairman of CTCL, said the programme would begin with pilot projects in six states representing the six geopolitical zones before a phased rollout nationwide.

He said that other components of the initiative included deployment of digital learning platforms, nationwide sensitisation campaigns, stakeholder engagement and continuous monitoring and evaluation.

Oyekale emphasised that the collaboration reflected a shared commitment to building a digitally empowered, values-driven and globally competitive society.

“The partnership is expected to significantly contribute to national development by strengthening digital capacity, promoting civic responsibility and creating sustainable pathways for youth empowerment and economic growth across the Federation.”(NAN)
