Ilorin, Jan. 29, 2025 (NAN) Prof. Nusirat Elelu, the Executive Secretary, Kwara State Primary Health Care Development Agency, has underscored the importance of accountability, transparency and professionalism in the management of public funds, particularly within the health sector.
Elelu said this at the opening of a two-day capacity building training on financial management for heads and accountants of health departments in the 16 local government areas in the state.
The News Agency of Nigeria (NAN) reports that the capacity building training held was in collaboration with European Union Strengthening Access to Reproductive and Adolescent Health (EU-SARAH).
The theme of the training is “Harmonized Approach to Cash Transfer (HACT)”.
She said that public financial resources must be managed by competent and credible personnel, noting that effective financial stewardship was essential for sustaining quality primary healthcare service delivery.
According to her, accurate and reliable financial records can only be achieved when departmental heads possess adequate knowledge of financial procedures and registers.
The Executive Secretary advised participants to make judicious use of the the knowledge, while urging them to also step-down the knowledge acquired to Primary Health Care (PHC) and accounting officers within their respective LGAs.
Elelu said that this would help to strengthen and enhance overall financial management practices in the state.
In his Lecture, Mr AbdulRahman Yusuf, the HACT and Financial Management Consultant from the United Nations Children’s Fund (UNICEF), highlighted the importance of proper record-keeping.
His lecture was entitled: ” Fundamental Accounting Principles and Concepts”.
He explained that timely retirement of accounts and comprehensive documentation of financial transactions should be carried out in line with established best practices.
Yusuf commended the state government, for organising the training at a critical time.
He noted that the state has demonstrated commendable progress in the implementation of decentralized financial systems when compared with several other states. (NAN)
